It is with great admiration and pride that we recognize Kody Kinsley as this year’s Defender of Justice for Policy, Research, and Advocacy.

Kody’s leadership has been nothing short of transformative. As North Carolina’s 18th Secretary of Health and Human Services under Governor Roy Cooper, he steered the state through one of its most significant public health milestones — expanding Medicaid to more than 600,000 North Carolinians in just the first year, doubling expectations. His ability to work across party lines stands as a testament to his deep commitment to putting people over politics, and to building systems that truly serve the public.

Whether championing behavioral health access, easing financial burdens for families, or strengthening rural health infrastructure, Kody’s work reflects an unwavering belief in equity, dignity, and justice for all. His impact spans far beyond North Carolina — from serving in senior roles at the White House and U.S. Departments of Health and Human Services and Treasury, to advising global policy conversations through the Milken Institute and Aspen Institute.

A dedicated public servant, thought leader, and tireless advocate, Kody Kinsley embodies what it means to lead with both heart and strategy.
