(Raleigh, NC) October 1, 2025 – Last year, HB-10 was signed into law, marking a deeply concerning step backward for immigrant rights in North Carolina. Now, with the implementation of HB-318 set to begin today, October 1, 2025, the harmful scope of HB-10 is being expanded even further. This new legislation escalates the targeting and marginalization of immigrant communities under the guise of public safety, deepening fear and mistrust across our state.
We are disheartened by these continued legislative attacks that undermine the dignity, safety, and constitutional rights of immigrants in North Carolina. We are similarly disheartened by our lawmakers overriding Governor Stein’s veto of this discriminatory bill. These laws do not reflect the values of inclusion, fairness, or justice. Instead, legislation like HB-10 and HB-318 sow division and erode the foundational protections that every person—regardless of immigration status—is guaranteed under the Constitution.
The North Carolina Justice Center remains steadfast in our commitment to defending the rights of our immigrant communities. We will continue to resist these harmful policies, advocate for humane and equitable laws, and work alongside our allies to ensure that North Carolina is a place where all people can live with safety, freedom, and respect – regardless of where one was born.
