Ciara is a health policy analyst for the NC Justice Center’s Health Advocacy Project. She is a public health researcher with experience in evaluating public health service programs, health advocacy, policy analysis and health communication. Prior to joining the Justice Center, Ciara worked at a research consulting firm as program manager for project that provided technical assistance to 33 tribes and tribal organizations to help them build their capacity to develop, implement, evaluate, and sustain an injury prevention program. Other experience includes a one-year pre-doctoral fellowship with the Annie E. Casey Foundation that aimed to reduce high school drop-out rates in Baltimore City. She also completed a one-year postdoctoral fellowship for a project funding by the Maryland Department of Health and Mental Hygiene that aimed to increase pediatric primary care providers’ capacity to manage child and adolescent mental health.

Ciara received her bachelor’s degree from the University of Pennsylvania, her Master’s in Public Health from the University of North Carolina at Chapel Hill, and her doctorate at the Johns Hopkins Bloomberg School of Public Health.
