Industries across North Carolina are struggling to find the skilled workers needed to
fuel innovation and growth. This challenge is most pronounced in industries requiring
workers with the kinds of technical skills taught at the state's community colleges. At
the same time, North Carolina has thousands of low-wage workers who, with
appropriate education, could meet industry needs. To bridge the gaps, North Carolina
should create "sector strategies" for economic and workforce development.
