Harry Payne is a graduate of UNC-Chapel Hill and the Wake Forest University School of Law. He was a partner in Scott, Payne, Boyle and Swart in Wilmington, NC, and served New Hanover County in the NC House of Representatives for six terms. His legislative and legal focus on employment and issues of the workplace led him to run and be elected as NC Commissioner (Secretary) of Labor for two terms during which time he was also elected President of the National Association of Government Labor Officials (NAGLO). Payne then re-entered his specialty as Chairman of the North Carolina Employment Security Commission from 2001 until the beginning of 2009, and was designated “International Administrator of the Year” by his peers. He now continues that learning and service to the clients of the North Carolina Justice Center as a policy advocate regarding a broad spectrum of workplace issues.
